A Simple Ethical Decision-Making Framework for Frontline Staff

A step-by-step framework shelter and housing staff can use to work through ethical dilemmas on the job.

An ethical dilemma is a situation where two good values pull in different directions: a client's right to choose against their safety, fairness to all against the needs of one, confidentiality against the duty to protect. A framework helps you think clearly instead of reacting.

Seven steps

  1. Stop and name the dilemma. What exactly is the conflict? Which values are in tension?
  2. Gather the facts. What do you actually know, and what are you assuming?
  3. Check the rules. What do your agency's policies, your professional code of ethics, and the law say?
  4. Consider who is affected. The client, other clients, coworkers, the agency, and the community.
  5. List your options. There are usually more than two.
  6. Consult. Talk to your supervisor. Ethical decisions should rarely be made alone.
  7. Decide, document, and review. Record what you decided and why, and reflect on how it turned out.

A worked example

A client tells a case manager, "Don't tell anyone, but I've been letting my cousin sleep in my unit." The building prohibits unauthorized guests.

  • The dilemma: trust with the client against honesty with the team and the client's lease.
  • Facts: How long? Is anyone at risk?
  • Rules: What do the lease and your agency's policy require you to report?
  • Options: Explain the limits of what you can keep private. Help the client talk to property management. Explore whether the cousin needs services.
  • Consult: Bring it to your supervisor before acting.

Quick tests

  • Would I be comfortable if my supervisor or the client's family saw this?
  • Would I do the same for any client?
  • Whose needs am I meeting?

Avoid secret promises

Do not agree to keep a secret before you know what it is. Explain the limits of confidentiality up front.
